What is the difference between document management and document governance?
Document management is the set of processes for creating, organizing and filing documents. Document governance sits one level above: it sets the policies, controls and responsibilities over those documents. Management says “how we store the documents”; governance says “who can access them, for what purpose, for how long, and how we prove all of this is being followed”. Today regulation demands governance, not just management.
Does data governance only apply to large companies?
No. Chile's new Law 21,719 applies to every organization that processes personal data, whatever its size. If you have employees, customers or suppliers, you are processing personal data. The difference is that larger companies have more resources to adapt, but they also have more exposure. Smaller businesses that do not act in time will face the same risks with less capacity to respond.
How long does it take to implement a document governance solution?

Under Law 21,719, failing to demonstrate compliance can lead to fines of up to 20,000 UTM for serious breaches. Beyond the fines, the company is exposed to public complaints, claims from data subjects and loss of trust from customers and partners. The regulation works on the principle of proactive accountability: it is not enough to avoid breaches, you have to be able to prove it.
Is an electronic signature enough to comply with the regulation?
The electronic signature is an important component, but not enough on its own. What the regulation requires is full governance: signed documents stored securely, access under control, demonstrable traceability of the process, and a clear policy on the lifecycle of that information. The signature certifies the act; governance is the context that gives it validity and protection over time.
