Replacement of the FEA Question Challenge

Last Updated: Octubre 28, 2026

Starting August 20, 2026 (11:00 PM, Chile time), the identity verification step used to issue Advanced Electronic Signature (FEA) certificates changes: the traditional question challenge is formally replaced by a digital verification based on a bank transfer. This article explains why the change was made, how the new mechanism works, and its legal and data-protection implications. The official communications from E-SIGN S.A. (the accredited Certification Service Provider behind Legale.io’s advanced remote signature) are available for download at the end of this article as supporting evidence. 1. Why the question challenge was replaced During the 2025 Annual Ordinary Inspection of E-SIGN carried out by the Accrediting Entity (which reports to the Undersecretariat of Economy and Smaller-Sized Companies, Subsecretaría de Economía y Empresas de Menor Tamaño), the regulator recommended reinforcing the process of reliable identity verification for the issuance of FEA certificates. Specifically, it recommended strengthening the complementary mechanisms used together with ClaveÚnica to validate the applicant’s identity, in order to: Mitigate fraud risks (question challenges rely on personal data that can be leaked or guessed); Raise the overall security and traceability standards of the enrollment process; and Ensure strict regulatory compliance. In response to this requirement, and in accordance with Article 3 of Decree No. 24 (April 9, 2019) of the Ministry of Economy, Development and Tourism, E-SIGN implemented a new digital identity verification mechanism based on a bank transfer, which formally replaces the question challenge. 2. What changes in practice New mechanism: digital identity verification through a bank transfer. Substitution: this method formally replaces the question challenge as the complementary verification used alongside ClaveÚnica. Objective: maximize security standards, mitigate fraud risks, and strengthen operational and regulatory traceability. Deadline for the change: August 20, 2026, 11:00 PM (Chile time). 3. How the bank transfer verification works The verification is performed through a bank transfer that the applicant makes directly from their own bank’s website or application. Khipu S.A. acts exclusively as the technology provider that confirms, against real banking information, that the transfer matches the generated charge, and notifies E-SIGN of the result of that validation through an API. Khipu does not take part in the internal, accounting, or financial reconciliation processes of either the applicant or E-SIGN. The refund of the transferred amount will be made by the banking entity within 24 to 48 hours. 4. Legal implications and regulatory backing The mechanism is fully backed at the regulatory level: E-SIGN is an accredited Certification Service Provider under Law No. 19,799 on Electronic Documents, Electronic Signatures, and Certification Services. The use of a bank transfer as a complementary method to verify the applicant’s identity for the issuance of FEA certificates was expressly validated by the Undersecretariat of Economy and Smaller-Sized Companies, the Accrediting Entity of the Advanced Electronic Signature system, in a formal communication to E-SIGN. That communication states that the procedure complies with Article 3 of Decree No. 24 of April 9, 2019, and is therefore fit to operate as a complementary digital identity verification mechanism. This means certificates issued under the new mechanism keep the full legal validity and evidentiary weight that Chilean law grants to the Advanced Electronic Signature. 5. Protection of your banking data E-SIGN has formally placed on record that no banking credential or record of the applicant is stored by Khipu or by E-SIGN: Authentication takes place entirely within the applicant’s own bank environment. Online banking credentials are never entered on Khipu’s or E-SIGN’s systems. Khipu publicly declares that it does not keep users’ banking credentials or secondary passwords (source: Khipu — “Security for the payer”). All communications are encrypted over HTTPS, and each result notification is signed with HMAC-SHA256, which makes it possible to verify that the information was not altered in transit and that it actually comes from Khipu. E-SIGN receives, via API and webhooks, only the signed binary result of the validation (approved or rejected) and the minimum data needed to associate that result with the pending certificate request — no bank passwords, statements, or online banking access data. The E-SIGN–Khipu integration is permanently monitored and audited, and the platform undergoes penetration testing every six months. 6. Summary The question challenge is formally replaced by bank transfer verification as of August 20, 2026, 11:00 PM. The change responds to a recommendation issued by the Accrediting Entity during the 2025 Annual Ordinary Inspection of E-SIGN. The mechanism has express regulatory backing under Law No. 19,799 and Article 3 of Decree No. 24 of 2019. Your banking credentials never leave your bank’s environment and are not stored by Khipu or E-SIGN. E-SIGN’s team will support clients throughout the transition. For assistance, contact your account executive or contacto@e-sign.cl. 7. Official documents (downloadable evidence) The original official communications (in Spanish) can be downloaded here: Letter — Replacement of the FEA question challenge (E-SIGN S.A., August 2026) Official statement — Protection of banking data in the Bank Transfer Verification mechanism (E-SIGN S.A., August 2026)

Why does Adobe say my signature is ‘unknown’ or invalid?

Last Updated: Octubre 28, 2026

Adobe says your signature is “unknown”? Don’t worry: Adobe isn’t the one who decides You received a document signed through Legale.io, opened it in Adobe Reader, and a yellow bar appeared with an unsettling message: “At least one signature has problems” or “The validity of the signature is UNKNOWN.” This is one of the most common questions we get. The short answer is this: the document is fine, the signature is legally valid in Chile, and what’s missing is a setting in your Adobe Reader that takes two minutes to fix. Below we explain why it happens, why it means nothing legally, and how to fix it for good. 1. Adobe is not a legal authority in Chile This is the first thing to understand, and it completely changes how you read that message. Adobe is a U.S. software company. It is not a Chilean government body, it does not regulate electronic signatures, and it has no power whatsoever to declare whether a document is valid in Chile. What Adobe Reader actually does is something different: it maintains its own list of certification authorities that its software trusts by default. It’s called the AATL (Adobe Approved Trust List), and it mostly covers certification authorities from the United States and the European Union. Chilean certification authorities are not distributed through that channel — they are published by the Chilean State itself. So when Adobe displays “validity unknown,” it is not saying the signature is fake. It is saying, quite literally: “I don’t recognize this certification authority because it isn’t on my list.” A simple analogy: if you travel abroad and a local doesn’t recognize your Chilean ID card because they’ve never seen one, your ID card doesn’t stop being valid. That person simply has no frame of reference. Chile’s Civil Registry is still the one that decides, not the stranger. Notice one more detail in Adobe’s own message: right next to the warning, the software confirms that “the document has not been modified since this signature was applied.” In other words, Adobe verifies the integrity of the file and confirms it. The only thing it can’t do is recognize the certification authority. 2. So who does accredit electronic signatures in Chile? In Chile, the authority is the Entidad Acreditadora (Accrediting Authority), which operates within the Undersecretariat of Economy and Smaller Enterprises, part of the Ministry of Economy, Development and Tourism. The legal framework is: Law No. 19,799 (2002), on electronic documents, electronic signatures, and certification services for such signatures. Supreme Decree No. 181 (2002), which implements it. This law establishes the principle of functional equivalence: an electronically signed document carries the same weight as one signed on paper. And for the Advanced Electronic Signature (FEA), it goes further: a private instrument signed with an FEA constitutes full proof in court, just like a document signed before a notary. There is only one condition: the certificate must have been issued by a Certification Service Provider (PSC) accredited by the Entidad Acreditadora. Not by Adobe. By the Chilean State. 3. E-Sign, the certification authority behind Legale.io, is accredited Legale.io is a signing platform. The Advanced Electronic Signature certificates we use are issued by E-Sign S.A., a provider that has been accredited by the State for two decades. Here is the official data — all of it public and verifiable by anyone: Item Value Legal name E-SIGN S.A. Tax ID (RUT) 99.551.740-K Accreditation as FEA certification provider Resolution R.A.E. No. 330, dated June 1, 2005 Time-stamping accreditation R.A.E. No. 1367, dated May 6, 2016 Biometrics accreditation R.A.E. No. 3557, dated November 9, 2016 Mobile signature accreditation R.A.E. No. 3926, dated December 7, 2016 Public registry entidadacreditadora.gob.cl/entidades E-Sign is one of a small group of accredited providers currently operating in the country. Accreditation is not a formality: it requires technical audits, certified security infrastructure, qualified personnel, a permanent service for querying issued certificates, and mandatory civil liability insurance. On top of that, each signer’s identity is verified through audited biometric processes, which are themselves accredited by the same authority. 4. So is there a conflict here? No There is no contradiction between the two, because they answer entirely different questions: What is it? What does it say about your document? Entidad Acreditadora (Chile) A Chilean government body The certificate is valid and the signature has legal effect Adobe Reader Commercial software from a private company “This certification authority isn’t on my list” One answers a legal question. The other answers a software configuration question. They can never contradict each other, because they were never answering the same thing. Put another way: the legal validity of your document does not depend on how your PDF reader is configured. If you uninstall Adobe tomorrow, the document is still signed and still valid. How to verify it yourself You don’t have to take our word for it. You can check in three minutes: Go to www.entidadacreditadora.gob.cl (the official Ministry of Economy site). Navigate to Entidades Acreditadas → Entidades (Accredited Entities → Entities). Find E-SIGN S.A. in the list and compare the RUT and resolution number against the table above. That same page also includes a section listing entities whose accreditation has been cancelled, which lets you confirm that E-Sign’s accreditation is current. 5. Step by step: how to make Adobe show the signature as trusted You only need to do this once per computer. After that, every document signed with an E-Sign certificate will show the green check. Step 1: Download the root certificate from the government site Go to www.entidadacreditadora.gob.cl/certificados-raiz, find the E-Sign section, and download the most recent archive. Unzip it into a folder you’ll be able to find later. Important: always download it from the Ministry of Economy website. Inside Adobe there’s a button labeled “Add to Trusted Certificates” in the certificate window. Don’t use it. That button trusts the certificate bundled inside the PDF you’re trying to verify, which is not an independent source. Downloading from the government site is safer and takes...

Legal basis, informed consent, and personal data protection At Legale.io, we understand that the use of digital technologies applied to electronic signatures requires a strict commitment to safeguarding individuals’ rights, especially their right to privacy and the legitimate processing of their personal data, as established by Law No. 19.628 on the Protection of Private Life (Chile), and the provisions on electronic signatures contained in Law No. 19.799. In this context, we inform our users that, at the moment of executing an electronic signature—particularly when such signature must be backed by or equivalent to a notarial process (e.g., advanced electronic signature validated by or linked to a notary)—it may be necessary to request and record their approximate geographic location, which is obtained only with the user’s explicit authorization through geolocation services provided by their browser or mobile device. Purpose of processing geolocation data The capture of your geographic location serves the following purposes: To determine the territorial jurisdiction of the legal act, in accordance with Chilean notarial law, enabling: The valid assignment of the competent notary based on your location. Compliance with territorial requirements, where certain signatures are valid only if executed within the jurisdiction of the notary who authorizes or certifies the document. To provide additional evidence of physical presence or remote location, which strengthens the legal traceability, integrity, and non-repudiation of the signature event. To comply with international standards of digital governance, including principles of accountability, data minimization, and user control. Legal basis for data processing The processing of this data is carried out in accordance with: Law No. 19.799 on Electronic Documents and Electronic Signatures, which sets forth the legal and technical requirements for electronic signatures in Chile. Law No. 19.628 on the Protection of Private Life, particularly Articles 2, 4, and 7, which regulate the legitimate processing of sensitive data and informed consent. Criteria and guidelines from the Chilean Council for Transparency’s Personal Data Protection Unit. International best practices recommended by organizations such as the OECD, United Nations, and Convention 108+ of the Council of Europe regarding the use of location data in digital services. Protection, storage, and deletion Location data will not be used for marketing, profiling, or ongoing tracking purposes. Data will be securely stored in encrypted format and access will be restricted, with the geolocation data linked to the digital signature event. The information will only be retained for the time required to legally validate the transaction and to meet auditing or traceability requirements established by law. You may exercise your ARCO rights (Access, Rectification, Cancellation, Opposition) by contacting our dedicated privacy team at: [privacidad@legale.io]. Explicit consent Users may provide their freely given, specific, informed, and unambiguous consent via an opt-in checkbox before geolocation services are activated. No location data will be captured or stored without this consent. Final considerations Legale.io will not share your location data with third parties unless required by a judicial authority or in accordance with a valid legal process. The processing of your location data complies with the principles of lawfulness, purpose limitation, proportionality, and data security, and forms a legally integral part of the electronic signing process when required by Chilean regulations or institutional client compliance frameworks.

Prepare a document for workflow To initiate a workflow using a selected document, go to the My documents section, select the desired file from your drive, and click the “Prepare for Workflow” button located in the top menu. Create a workflow Once a document’s status is set to “READY FOR WORKFLOW,” you can initiate the process by selecting the file and clicking the “Create Workflow” button from the top menu. Add signer in the workflow creation process During the workflow setup after selecting a document, you must click the “Add signer” button at the bottom of the screen to designate participants who will interact with the document. Choose the signature flow type When setting up the workflow, you must select a signature flow that matches your needs—“Sign by other person”—and then click the “Next” button to proceed with assigning the signer. Choose the remote signature method To continue setting up the workflow for a signer, select “Remote advanced signature”—this is a manual method that requires identity verification via advanced authentication steps—then click “Next” to proceed with configuring the signer’s role in the process. Choose a contact for the signature In this step, the contact list is shown for selection. However, you won’t be able to select contacts that do not have complete required information (such as missing identity details). To proceed, click “Add contact” and manually input the full information needed for the remote advanced signature process. Complete missing contact information If a contact cannot be selected during the signature process due to incomplete information, you can edit an existing contact by selecting it and clicking the “Edit” button. Required contact information format When editing or completing a contact for Remote Advanced Signature, make sure to enter the full legal name exactly as it appears on the official ID, and include the RUT without periods but with a dash (e.g., 12345678-9). This ensures identity verification works correctly during the signing process. Verified contact displayed for selection Once the contact has all mandatory data (full name and RUT), it becomes selectable in the “Choose contact” list when assigning a Remote Advanced Signature signer. Proceed to next step after selecting a verified contact After selecting the contact with all required personal details completed, click the Next button to continue. Confirm signature placement and proceed After positioning the signature field in the desired location on the document, click Next to finalize the setup. Finalizing signature assignment Once the signature placeholder is correctly positioned and the signer has been assigned, click Next to proceed to the final step of sending the document. Send document In the final window, you can configure the signing order, set the link expiration period (in days), and decide whether to send a signed copy to signers. You can also choose to share the document with additional contacts after signature and optionally save the flow for reuse. Once everything is set, click Send to dispatch the document. Advanced ID verification (signer view) When the recipient receives the document for a Remote Advanced Signature, they must go through an identity verification process before signing. This process includes: Having their ClaveÚnica and ID card ready Answering personal identity questions Creating a 4-digit PIN, which will be used to access and sign documents in the future This verification step is required only once per year and is essential to ensure secure and legally valid digital signatures. The signer must click “Continue to verification” to begin the process. Step 1: Identification via ClaveÚnica To start the Advanced ID Verification, the signer must click the ClaveÚnica button and log in using their Chilean government credentials. If the signer doesn’t remember their ClaveÚnica credentials, a recovery link is provided directly on the screen to retrieve them safely through the official government website. Login with ClaveÚnica On the ClaveÚnica login screen, the signer must enter their RUN (Chilean National ID number) and their ClaveÚnica password, then click INGRESA to proceed. If the signer does not remember or does not yet have a ClaveÚnica, they can click on the links “Recupera tu ClaveÚnica” or “Solicita tu ClaveÚnica” to recover or request it through official Chilean government channels. Step 2: Enter Chilean national ID card number After logging in with ClaveÚnica, the signer must enter the document number from their Chilean National ID (Carnet). This number is located on the front of the ID and is required to verify that the ID is valid and active in the national civil registry. Once entered, click Next to proceed. Step 3: Answer personal questions To ensure identity verification, the signer must answer a set of personal questions generated from official records. These may include civil status, business affiliations, places of residence, or family information. After selecting the correct answers, click Next to continue. Step 4: Create security PIN In this final verification step, the signer must create a 4-digit security PIN that will be used to sign future documents with the advanced remote signature method. This PIN must be kept secure and remembered, as it is essential for validating all subsequent signatures. The signer must also check the box to accept the terms and conditions before clicking Next. Verification complete Once all identity checks have been passed, the signer reaches this confirmation screen. It indicates that verification has been successfully completed and the user is now eligible to sign documents electronically using the Remote Advanced Signature method. Press Next to proceed with the actual signing. Signing with PIN (future signatures) After completing the full verification process for the first time, all future signatures using the Remote Advanced Signature method will only require entering the 4-digit PIN you previously created. Start the signature Once your identity is validated, you will see the document preview along with your name already placed in the signature field. To proceed, click the “Start sign” button at the bottom right corner.
